VHS – Our commitment to service started with our name

The Swedish Agency for Higher Education Services (VHS) was a fee-financed government authority under the Ministry of Education and Research that from 1992 until 2012 provided services to universities and university colleges as well as other government agencies. (VHS was succeeded by the Swedish Council for Higher Education in January 2013.)

The primary directive was assisting Swedish higher education institutions with the admissions process through an online application service. VHS gave information and support to applicants from both Sweden and abroad, and provided evaluation of foreign upper secondary school credentials to Swedish residents. In addition, VHS developed and administered IT systems.

The agency had three main areas of operation: coordination of the admission process for higher education courses and programmes; evaluation of foreign upper secondary school qualifications; and system administration. In 2012, the agency had approximately 120 employees.

The agency was responsible for creating a positive dialog between not only VHS and its customers (the Swedish universities and university colleges) but also with the applicants.
